Jim Kasper is a state representative in North Dakota and a big fan of online poker. He previously pushed a bill that would license and regulate online poker sites in North Dakota. Currently, most online poker sites are regulated by the government of Gibraltar or the Kahnawake Gaming Commission, a Mohawk tribe in Canada.
His bill passed the North Dakota House but got shot down in the Senate. He is now asking online poker companies to finance an initiative to put the issue directly in the hands of the voters. If he is able to convince at least 25,688 eligible North Dakota voters to sign his petition, then the issue will be voted upon.
